World Map Offset Data
In the process of trying to get definite locations for markers in child world spaces(i.e. DCWorld01, DCWorld03,etc.), in relationship to the parent world space (i.e. Wasteland), I've gotten quite a bit of experience in dealing with this section.
First of all, yes - that's exactly what this section is for. The World Map Scale governs the scale of the child's world space, in relation to its parent. Note that the scale center, is in the center of, what seems to be only those cells with references (i.e. objects/markers, etc). So doing anything to adjust the "size" of the world space, will have an effect on the positioning of markers.
The Offset X/Y on the other hand, is about as straightforward as it gets - it changes the relative position of the child's world space, in relation to the parent's world map. Units are in normal 3D coordinates, with 4096 units per cell. Digital Utopia (talk) 04:25, 20 August 2014 (EDT)
