Did JIP document how he assigns the icons? I'm currently operating on the presumption that it's based on sequential load order of the Menu Icons objects (available under the Miscellaneous object category of the GECK, the same category where Anim Objects, Caravan Decks, etc. are found), when sorted by Form ID. For instance, VaultBoyInPain is 16th down the list once you've clicked the Form ID column twice (to sort ascending), so might be "#15" (0-based index) for the string.
