A function added by the ShowOff NVSE Plugin version 1.65.

Description

Returns 1 if the calling actor reference is aiming, zooming in, or holding a block. Returns 0 otherwise.

Equivalent to checking IsAiming plus GetAnimAction to check for ANIM_ACTION_BLOCK.
