A function added by the ShowOff NVSE Plugin version 1.80.
Description
A work-in-progress function to try to fix loading-related bugs for FreezeTime.
Currently, all it does is make it so loading new cells in by walking around is not prevented while in FreezeTime.
This function can only be used in a script, not as a Condition.
