I've just done a little bit of testing with this function and it looks like the second parameter is affects the severity of the change in face geometry, as opposed to how close the faces should match. Using a value of 100 for this parameter doesn't cause two faces to become geometrically identical, for example. I'll be testing this more thoroughly when I get the chance and once I've confirmed my findings I'll update the page.
