Disable auto aim "bug free"?

What do you mean by "bug free" when you say fAutoAimScreenPercentage will disable auto aim? Does changing this setting to 0 still allow all guns to fire at the crosshairs, unlike setting fAutoAimMaxDegrees to 0?
