Description
Sets all of the first set of individual flags for a form to those specified by the bitmask int. See GetFlagsLow for explanation of what the bits mean, and various warnings.

Bit fields
This is adapted from FNVEdit. As a minimum, one should not make changes to anything labelled "Runtime".
